Should USA promote private piracy by domestic non-government entities in the cyberwars?

That's what is suggested by this one foreign policy article: http://www.foreignpolicy.com/articles/2013/02/28/how_to_win_a_cyberwar_with_china The las time nations promoted international piracy it did not work out so well for the promoters. England was the primary supporter of bucaneers and privateers who worked under commission from the British government. They became pirates after the Brits tried to outlaw them later on, after which they preyed on British ships as well. We have already begun to see the backfire of legitimizing cyberwar by NGOs. The USA/Israeli Stuxnet virus has spurred the interest of private and government entities around the world to take defensive steps. These might easily be converted to offensive software by unregulated actors. China no longer sees US patent law as legitimate. They also are a grudging supporter for the international boycott of Iran. Our complaints about cyber espionage may fall on deaf ears now.
