Actually, speaking as a lawyer who deals with correctional law matters daily, this WOULD be an improvement over firing rubber bullets, wooden blocks, TASERS or any of the other devices needed to quell prison riots. Prisons are VERY dangerous places - usually by the inmates' own making - so don't judge them from a distance until you've gone inside and felt the pain they provide up close.

Does US Military get involved in prison riots? This story does not mention prison riots. It does mention riots but I think they mean street riots. Then, there is the mention of protesters. This PEP machine is nothing but bad news.

Actually, Attica (NY) is an example of the military being sent in to quell a major prison riot, most of which, thankfully, are put down by correctional staff. The term "riot" as used here is certainly broad enough to embrace prison riots. Believe me, you would not want to be anywhere NEAR one, let alone in one; they are horrifying!

It's not idiotic to try come up with new non-lethal weapons. I've heard that non-lethal weapons development is so hot right now.

Individuals vary. The setting for one person will likely kill another with a systemic nervous disorder. So the weapon would have to be set for the lowest common denominator to avoid wrongful death suits. So there is a really good chance the weapon would be ineffective in dispersing legally gathered demonstrators. I guess the police will just have to go back to having plain clothes officers drive motorcycles into the crowd of bystanders. Because as we have been shown, democracy and security are only for Republicans.
Hmm...the same folks that schrapnel bomb women and children in Iraqnam and Afghanistan, do the Kosovo thing, the Rodney King things, are the same folks that will have this technology at their fingertips.
Wrap your self in high-explosives. Fill your back-pack with spent uranium. Carry some hydrogen isotopes in your rioting fist. Let them use their latest technology.
