I think its quite disturbing that Bush still believes in a "first strike" policy concerning international relations and action. This goes against 200 years of American foreign policy and shows that he obviously has NOT learned anything from the Iraq war fiasco!!

It also goes against all logic. You inevitably punish both the innocent and the guilty. Group punishment will not work on the world stage, in the Middle East, in the far east or anywhere else.

It is scattershot diplomacy: get mad, throw a hissyfit, trash the whole planet looking for WMD's that MIGHT one day be used against you.

Trouble is everyone else will simply follow suit.
