That and probably a lack of funding due to any number of reasons, most notably the debacle in Iraq.

It frees them up to track down and investigate those 3 flag burning incidents from 2005.
Although it does make some sense that Osama Bin Laden's influence has expanded and morphed while his need to be caught has waned, I can't help but think back to
Fahrenheit 9/11 and the footage of how close his family ties are with the Presidents.

I'm pretty sure it's because the current administration's war on terror was so successful that he can't cause anyone any harm now. Yeah, let's just go with that. Mission accomplished.

I'm not big on cospiracy theories but nothing this administration does would surprise me. SO what do you think of this: The Bush administration has purposely NOT captured Osama so that he can keep occasionally popping up and releasing new video threats to keep Bush's Fear Campaign going and help justify the war on terror.
Heard this bandied about on a cable news show last night and it didn't strike me as nearly as ridiculous and unbelieveable as it might have a few years ago.

I so wished we lived in a time where this would be an absolutely ludicrous idea.
It does seem odd to me that Osama Bin Laden boasted about doing the 9/11 killings and we still haven't found him and arrested him. But even more strange to me is that the President really hasn't been held accountable.

Osama will be captured in late October or very early November 2006 depending on the polls. If they are good capture may be put off until the same period 2008.

Maybe it is possible that we either really do not have good intelligence on the ground about where he is, and that it would cost too much in terms of life loss and money spent to just blanket bomb the, say, several hundred thousand square miles where he might be. He is obviously reasonably tech savvy judging from his educational background and accomplishments so far; not to mention politically savvy enough to know what kind of damage could be done by any effort to kill or capture him wherever he is now.

I'm very much in agreement with your assessment. Osama is merely a tool for the Bush Regime to trot out and scare the masses. Unfortunately, he's not much to be too frightened of nowadays.
