Does the following check out as to origin?
"Of course the people don't want war... That is understood. But... it's always a simple matter to drag the people along whether it's a democracy, a
fascist dictatorship, a parliament, or a communist dictatorship. Voice or no voice, the people can always be brought to the bidding of the leaders. That is easy. All you have to do is tell them they are being attacked, and denounce the pacifists for lack of patriotism and exposing the country to danger. It works the same in any country."
- Hermann Goering at the Nuremberg trials, 1946
from "Nuremberg Diary," by G. M. Gilbert.

I had seen that before. Here's one that I bet will be brought up some in the near future when Bush is criticized.
"What if [Saddam] fails to comply and we fail to act, or we take some ambiguous third route, which gives him yet more opportunities to develop this program of weapons of mass destruction? ... Well, he will conclude that the international community has lost its will. He will then conclude that he can go right on and do more to rebuild an arsenal of devastating destruction. And some day, some way, I guarantee you he'll use the arsenal." - President Bill Clinton, 1998.
