Some time zone math: Thailand and the Sumatra part of Indonesia are seven hours ahead of what used to be called Greenwich Mean Time. The old GMT is now called UTC, for Universal Coordinated Time. It is also denoted by the suffix \"Z\" at the end of a 24-hour format time.
Let's say it's 12:30 in the afternoon on the East Coast of the United States on Monday, March 28, 2005. That zone is five hours behind UTC, so it's 1730 UTC or 1730Z in London. Therefore, it's just after midnight local time in Indonesia on Tuesday, March 29.
For example, in this link, the bulletin would have been issued an hour before I posted this message.
