Randall L. Tobias, a Deputy Secretary of State, has resigned because his name has turned up on the DC Madam Jeane Palfrey's list. This upstanding, married Republican, who was Director of USAID and Director of Foreign Assistance, had been getting "massages" (Ted Haggard defense, I guess) from the DC Madame's callgirls, but more recently he's been using "Central Americans." For massages. How stupid do they think we all are???
Oh, BTW, this same upstanding Republican urged abstinence and advocated against condom use and distribution in the overseas fight against HIV/AIDS.

Deputy Secretary of State Randall L. Tobias submitted his resignation Friday, one day after confirming to ABC News that he had been a customer of a Washington, D.C. escort service whose owner has been charged by federal prosecutors with running a prostitution operation.
