What you heard may have been someone's interpretation of
this entry on the Gay News Blog, which in turn is a reprint from Falwell's hometown paper.
The speaker was Mel White, who did ghostwrite Falwell's "autobiography" before coming out and becoming one of his chief critics. But apparently he liked the man on a personal level.

We gay, lesbian, bisexual, and transgender people are really missing it when we think the older generation will pass and the newer generation will save us. A whole new generation of people is being prepared to condemn us. -
