What a surprise...

At this point the best solution I can see is to declare a federation with three seperate autonomous zones, and have the oil revenue divided on some sort of share plan for the next thirty years. Maybe make the State Oil Co an independent Authority. Declare stalemate, and pull back our troops out of the streets to defensive positions.
