The fact that the
Constitution does not require "One person, One vote" is IMO one of it's deficiencies and one of the ways in which it's practical application deviates from the spirit of the
Declaration of Independence which proposes that "all men are created equal" (if one assumes the caveat that
men in that context was meant to refer to all people not just white land-owning male gentry).
Who wins the Democratic nomination at this point appears to depend on who best navigates a slew of state and muncipal laws with respect to who is allowed to, encouraged to, or disuaded from voting in the nominating process; and how state law distrubutes the delegates thereafter.
Looks like a mess that only a constitutional amendment could fix. Don't expect that fix from an electorate that is essentially cynical about the voting process in general. Perhaps this election will increase the interest in how the electoral process works.
