1. The statistics I saw indicated that the NCAA began keeping track of the \"final toughest schedule\" statistics in 1977. The all-time leader is the 1978 Notre Dame team, with an opponents winning percentage of .709. If we're sticking to your post-1979 time frame, Notre Dame still wins: 1985 Notre Dame with an opponents winning percentage of .707. (I find it weird that they don't include bowl games.)
2. Most improved team: 1999 Hawaii, who improved 8.5 games from their 0-12 1998 season to post a 9-4 record.
3. Most improved teams since '37 who also won an NC: 2002 OSU, 1981 Clemson, 1972 USC, 1962 USC, 1960 Minnesota, 1939 Texas A&M and 1938 TCU.

Hmm... I didn't think anyone else would find that huge pdf file on the NCAA website. Yes, all those are correct.
Additional trivia on "toughest schedule": Nobody else has posted a schedule rating above .700 - the 3rd and 4th toughest schedules since 1977 belong to Auburn in 1983 (.688) and 1998 (.685).
