you forgot to list the Gator Bowl as one of the choices.
They've been fighting to become a BCS bowl since the BCS started. They have a much better chance than probably any other one except for the Cotton
I could possibly see the Peach Bowl becoming the fifth but the Gator and the Cotton are the top two choices

"you forgot to list the Gator Bowl as one of the choices"
Uh, no. I really didn't. I was complely aware that it exists. They just don'f fit. Its the 4th best bowl venue in the state, so the Gator Bowl didn't make the list. Additionally, the Citrus generates the most revenue of any FLA bowl (fact!), followed by the Orange, Outback...and then the Gator.

BUT the Gator has much more of a chance than the Citrus or Outback
I personally hate Jacksonville but the Gator has more tradition and Jacksonville does host the Florida/Georgia game every year. The city has the experience to host big games.
We'll see though.

I would love for the Cotton Bowl to be the fifth BCS Bowl. I remember my family getting up on New Years Day to watch the bowl the games in the following order: Cotton, Rose, Orange and Sugar, sometimes depending on the teams. Traditions can be good.
That being said, the Cotton Bowl may have a difficult time. Even though, it still hosts the annual Red River Shootout between Texas and Oklahoma and hosted World Cup soccer matches, the Cotton Bowl stadium still leaves a lot to be desired. Concession stands and public restroom facilities are in a state of disrepair. The weather is iffy. I've been to cold Cotton Bowl and I have been to Cotton Bowl games where the sun has shined and we end up shedding our coats. What we are hearing is that the city of Dallas and the Cowboys may be working on a deal to build a new Cowboys stadium in the State Fair Park area where the Cotton Bowl is located.

is there any truth to the rumor that the Cotton Bowl may move to Houston?

Actually, the latest news has the city of Dallas building a new multi-million dollar domed stadium for the Dallas Cowboys, in hopes of also luring the BCS Committee into awarding the Cotton Bowl that 5th BCS Bowl. To me, this makes sense, as you cannot have a big-time college football, without including a Texas city. That is a football-mad state.

From a geographic perspective, the Cotton would make sense - the five bigees would span Miami, New Orleans, Dallas, Tempe and Pasadena.
But the NCAA is all about the bucks. The Orlando Capital One Bowl churns out more than the Cotton. Not to say that a new stadium in Dallas might not be a bigger windfall, but Orlando is a better destination for the visiting fans/alumni. Texas in January simply doesn't have the draw of Orlando.
I think in the end this is really a race between these two locales. The rest of the field has too many negatives.

Here is an idea that is being batted around. What a STUPID idea! One bowl site will be used twice for the NC game? WTF?!? This will also water down (and further tarnish) the BCS and it will make it easier for less-deserving teams to sneak in and claim a win in a BCS bowl. Stupid!
